Rs 80 Crore Refunded As Security Deposit Interest To 34 Lakh Electricity Consumers In Pune Circle: MSEDCL

Pune, 15th June 2023: In a significant development, a refund of 79 crore 96 lakh 36 thousand rupees has been issued to 34 lakh 46 thousand 978 electricity consumers in Pune and Pimpri Chinchwad cities, as well as Ambegaon, Junnar, Khed, Maval, Mulshi, Velhe, and Haveli talukas under the Pune circle. The refund amount has been adjusted in the electricity bills of the respective customers.

As per clause 13.1 of the Electricity Supply Code 2021 of the Maharashtra Electricity Regulatory Commission, a security deposit is imposed on electricity consumers. The security deposit is recalculated annually, and the new amount is determined based on the customer’s average electricity consumption in the previous year. For monthly bill consumers, the security deposit is twice the average monthly bill, while for quarterly bill consumers, it is one and a half times the average quarterly bill. This calculation is mandated by the commission.

According to clause 13.11, the interest accrued on the security deposit, calculated at a rate equivalent to the Reserve Bank of India’s rate, is adjusted and paid to the electricity consumer through their electricity bill.
During the fiscal year 2022-23, a refund of 79 crore 96 lakh 36 thousand rupees has been granted to 34 lakh 46 thousand 978 low and high-pressure electricity consumers in the Pune circle. For consumers with agricultural pumps, who receive quarterly electricity bills, the refund amount will be adjusted in their June electricity bills.

Out of the total refund amount, 39 crore 20 lakh rupees have been reimbursed to 34 lakh 41 thousand 575 low-voltage household, commercial, industrial, and other electricity consumers. Among them, consumers in Pune city, numbering 17 lakh 84 thousand 36, will receive 21 crore 60 lakh 90 thousand rupees, while 7 lakh 88 thousand 910 electricity consumers in Pimpri and Chinchwad will be refunded 9 crore 22 lakh 87 thousand rupees.

Additionally, 8 lakh 68 thousand 629 customers from Ambegaon, Junnar, Khed, Maval, Mulshi, Velhe, and Haveli talukas have received a refund of 8 crore 36 lakh 22 thousand rupees. Moreover, a sum of 40 crore 76 lakh 35 thousand rupees has been adjusted in the electricity bills of 5 thousand 403 high-pressure category consumers, along with 5 thousand 403 other consumers, as security deposit refunds.

To settle the additional security deposit difference, electricity consumers in the Pune circle have been issued a separate bill along with their April/May electricity bills. MSEDCL, the electricity distribution company, has allowed a maximum of six equal monthly installments for the payment of this amount. Low-voltage electricity consumers have the convenience of paying the additional security deposit amount from home through the website www.mahadiscom.in and the Mahavitaran mobile app. MSEDCL has appealed to electricity consumers to cooperate by paying the additional security deposit bill promptly.
