Pune: PMC Forces Employees To Provide Positive Feedback On City, Raises Questions

Pune, 16th November 2022: To decide the best city for living in the country (Ease of Living), a maximum number of citizens are required to give positive feedback to fulfil the criterion. The municipal administration has forced 18,000 employees and officials of the municipal corporation to give positive feedback. By forcing the municipal employees and officers to give positive feedback, the possibility of negative feedback is grey, and the question has started to arise whether the city, which is ranked only through forced feedback, will be the best place to live.

The Union Ministry of Housing and Urban Affairs has started the process of a city survey under the Ease of Living Index. The criteria for that have been announced, and one of the major criteria is how the city is in the eyes of the citizens. Through this survey, the opinion of citizens regarding the quality of life in the city will be taken into consideration. The city was ranked first in the country in 2018 and second in 2019. Accordingly, the municipal administration has started a race to get the first rank as the best city to live in, and for this, the officers and employees have been forced to give feedback. Such orders have been issued by the General Administration Department of the Municipal Corporation. If there is any difficulty in filling out the application form online, it has been mentioned in this order that the application written in Marathi or English language should be submitted to the Deputy Commissioner’s office.

While it is expected to get maximum positive feedback from the citizens living in the city, the municipal corporation has forced the officers and employees. Therefore, there is less chance of feedback against the Municipal Corporation. Eighteen thousand employees of the Municipal Corporation, PMPML, Smart City and other related systems will also be asked for such feedback. Seventeen different questions, regarding public transport, electricity consumption, affordable housing, water supply, health services, public sanitation, and interaction of municipal officials and employees with citizens have to be answered. All these questions are related to the Municipal Corporation. Therefore, there is a possibility that positive feedback will be given by the authorities.

It is a fact that the city has a picture of littered garbage, collapsed public transport, and urban disfigurement. Therefore, citizens expressed their displeasure about it in the surveys conducted from time to time. The municipal corporation was also hit by not getting the expected response from the citizens. So maximum positive feedback is required if the first rank is desired. That is why the authorities have been forced to do this. Meanwhile, officers are also citizens of the city. Therefore, it has been claimed by the administration that it is not wrong for them to respond.
