Pune Municipal Corporation Aims to Recover Rs 9,000 Crore In Property Tax Dues From Defaulters

Pune, 9th May 2023: The Pune Municipal Corporation (PMC) is facing a potential revenue decrease due to the Maharashtra state government’s extension of a 40% property tax discount. In response, the PMC administration is launching a campaign to collect property tax arrears of around Rs 9,000 crore.

The campaign will focus on sealing assets of defaulters and recovery of diverted business income. The PMC will provide more manpower and equipment to the Property Tax Department to assist with these efforts.

The PMC’s property tax arrears have reached Rs 9,000 crore, with a tax demand of Rs 3,300 crore and the remaining amount made up of penalties and fines. The majority of this amount is from 2,700 mobile towers that have an outstanding balance of Rs 2,200 crores, with the dispute currently in court.

Additionally, there is about Rs 800 crores in revenue from court disputes and 4,400 property sources that have been recorded twice. Over 700 cases pending in court have been adjourned for over a year, and the PMC will request that special district judges lift the stay and dispose of these cases.

The focus of the campaign will be on the approximately 12,500 outstanding properties that are largely commercial and have no dispute in court. Notices have been issued to these properties from time to time, and the process of sealing and auctioning them will be implemented soon.

Last year, the PMC sealed around 2,500 properties and was able to recover about Rs 180 crore in dues. This year, the process will be more comprehensive and quicker.

The PMC has removed the 40% discount from newly taxed properties since 2019 and old properties that were levied in the GIS mapping survey. However, the PMC will give a 40% discount to about 165,000 property holders from 2019. Only these property holders have to fill out the PT 3 form, informed Municipal Commissioner and Administrator Vikram Kumar.
