Khedkar received the 7% disability certificate from YCM, with the YCM authority submitting a report to PCMC Commissioner Shekhar Singh. This report detailed that the orthopedics and physiotherapy departments at YCM followed Central Government rules when issuing the certificate. However, the Commissioner has dismissed this report.
