Pune: Capital Expenditure Of PMC Is Only Rs 805 Crore
Pune, 15th March 2023: In the 2022-23 budget of the Pune Municipal Corporation (PMC), a capital provision of Rs 3,710.44 crore was made for development work. But till February 2023, capital expenditure of only Rs 805 crore has been incurred, resulting in many development works remaining on paper. The Municipal Corporation received an income of Rs 5,762 crore, and the revenue expenditure has become Rs 3,558 crore.
The term of corporators of PMC expired on 14th March 2022. After that, the administrator rule started in PMC on 15th March under the leadership of Commissioner Vikram Kumar. The budget of the Municipal Corporation for 2022-23 was Rs 8,592 crore.
The budget presented by Commissioner Vikram Kumar did not include the option of revenue enhancement and new projects. In this budget, a capital provision of Rs 3,710.44 crore has been made for development works, out of which only Rs 805 crore capital expenditure has been incurred till 28th February 2023. Therefore, many development works have remained on paper.
During the corona period, the health facilities of the PMC collapsed. At that time, there was only one kilo-litre oxygen plant in the Kamla Nehru Hospital of the Municipal Corporation. Now, 14 oxygen generator plants have been installed in different hospitals of the Municipal Corporation. Before Covid-19, municipal hospitals had a capacity of 1,200 beds; now, it is 2,000.
The budget of PMC for the year 2022-23 was prepared by Commissioner Vikram Kumar. Due to the expiry of the term of the General Assembly, the budget prepared by the Commissioner remained unchanged. The Commissioner remained the administrator. Therefore, there was an opportunity to implement 100 per cent of the budget approved by the Commissioner in administrator rule.
Like the corporators, a large amount was sorted out from this budget as well. Criticizing the corporators, the administration has balanced the level of diversion of funds by classifying them for many trivial works.
The biggest benefit of the administrator’s rule in one year of the municipal corporation was that the embezzlement of crores of ‘C’ list funds by the corporators was curbed. There was a break in many unnecessary works from the concept board of the public representatives to the unnecessary sculptures, beautification, and distribution of bags and buckets at the intersections.
