CM Fadnavis Orders Rs 1,000 Daily Fine for Delay in ‘Aaple Sarkar’ Services

Mumbai, 18th April 2025: In a decisive move to fast-track citizen service delivery, Chief Minister Devendra Fadnavis on Wednesday instructed that a daily fine of ₹1,000 be imposed on administrative department heads who fail to provide services on time through the ‘Aaple Sarkar’ portal. The directive was issued during a war-room meeting on Thursday at Mantralaya focused on improving social sector schemes and digital governance.
The Chief Minister ordered the Chief Secretary to issue a circular immediately to enforce this penalty and ensure strict compliance. “Citizens must receive timely services, and accountability is non-negotiable,” he asserted.
Currently, 527 out of 1,027 notified services under the Maharashtra Right to Services Act are available online through the ‘Aaple Sarkar’ portal. The government has set targets to bring an additional 138 services online by 31 May 2025, and the remaining 306 by 15 August 2025.
CM Fadnavis directed MahaIT to standardize and streamline the digital processes, with the larger vision of making Maharashtra a national leader in service digitization by October 2025. He emphasized the need to introduce a real-time tracking system for all social security schemes so that tribals, farmers, students, and the general public can easily access updated and accurate information.
Focus on Tribal Development, Health, and Agritech
The meeting also included an in-depth review of the Tribal Development Department’s performance. The Chief Minister ordered the timely implementation of the PM Janman Yojana, focusing on building pucca houses, mobile medical units, multipurpose centers, and improving rural roads in tribal areas. All objectives under the scheme must be met by 2026, he stated.
He also instructed officials to expedite the resolution of pending property rights cases of tribal citizens in Nashik, Nandurbar, Palghar, and Thane districts. These cases are to be handled by district-level committees in all 32 districts under the 100-day action plan for the PM Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (PM DA-JGUA).
Push for New Government Medical Colleges
Addressing the need for expanding medical education infrastructure, CM Fadnavis ordered a review of 10 new government medical college projects. He directed that land be finalized for new colleges in Ambernath, Wardha, and Palghar. Each site should reserve at least 20 acres for future expansion.
Ministers Dr. Ashok Uike, Adv. Ashish Shelar, Manikrao Kokate, Prakash Abitkar, Meghna Sakore Bordikar, Adv. Ashish Jaiswal, and Yogesh Kadam, along with senior government officials, were present at the meeting.
