Pune Traffic Crisis: Citizens Forum Proposes Comprehensive Solutions

Pune, 3rd August 2024: The Association of Nagar Road Citizens Forum has called for urgent action to address Pune’s escalating traffic issues, highlighting the longstanding problems and offering comprehensive solutions. The forum, led by convenor Qaneez Sukhrani, has submitted a detailed list of recommendations to the High Court, Chief Minister, Deputy Chief Ministers, and the Police Commissioner, urging for systemic reforms.

Back in March 2024, upon learning that a Public Interest Litigation (PIL) regarding Pune’s traffic problems, filed in 2015, had resurfaced for hearing, the forum proactively presented its suggestions. Sukhrani emphasized the state’s crucial role in recognizing and addressing the deep-rooted issues causing traffic jams and deteriorating road conditions.

“The state must acknowledge that this is not a problem that can be managed through recurring crisis interventions,” Sukhrani stated. “We need a sustainable approach that includes forming a high-level committee of serving and retired IAS and IPS officers and experts for periodic reviews.”

Key Proposals

1. Coordination Among Authorities

Ashutosh Mashruwala, a forum member, highlighted the need for better coordination among various planning authorities, including PMC, PCMC, Police, RTO, MSRDC, Maha-Metro, MSEDCL, and cable companies. “All these agencies need to work in harmony, not conflict, to plan and maintain pathways effectively,” Mashruwala said.

2. Enhanced Traffic Management

The forum proposed that the Police must lead traffic management efforts, with an exclusive division of qualified traffic planners, including civil engineers, to oversee any road-related project plans before execution. “Police should be at the forefront, not just handling crises after poor planning by other authorities,” said Umesh Magar, another forum member.

3. Improved Public Transportation

The forum stressed the importance of developing a robust public transport system to reduce the reliance on private vehicles. Sukhrani pointed out, “Implementing the Comprehensive Mobility Plan (CMP) is essential for reducing traffic congestion and promoting sustainable transport options.”

Specific Measures

NOC Requirement: All agencies must seek a Police NOC with fixed timelines before starting road-related projects.

Traffic Calming: Redesign traffic calming islands to facilitate better vehicle movement and remove obstructions.

Public Transport Adjustments: Route rationalization of PMPML buses, with long-bodied buses replaced by mini-buses in residential areas.

Pedestrian Rights: Ensure footpaths are encroachment-free, implementing policies to protect pedestrian rights and enhance safety.

Additional Recommendations

Land Acquisition: Focus on acquiring land for the proposed 128 km Ring Road to divert heavy and intercity traffic away from Pune city.

Heavy Vehicle Restrictions: Ban heavy vehicles on city roads during peak hours and enforce strict parking regulations for commercial vehicles.

Infrastructure Improvements: Ensure roads, lanes, and footpaths meet USDG 2016 Guidelines and maintain them according to established technical procedures.

The forum’s comprehensive action plan aims to alleviate Pune’s traffic woes by addressing fundamental issues through systemic changes and improved coordination among authorities.

“We hope these recommendations will be seriously considered and implemented to provide the citizens of Pune a less stressful and more efficient commuting experience,” Sukhrani concluded.
