Bureaucracy Slows Down Publication of LDCE 2022 Results at Ordnance Factories

New Delhi, 8th September 2023: In a development that has left countless hopeful government sector employees in suspense, the publication of the LDCE 2022 (Limited Departmental Competitive Examination) results for the Chargeman and JWM (Junior Works Manager) positions within Ordnance Units has been significantly delayed due to bureaucratic hurdles and legal complexities.

For shop floor operators in the government sector, career progression largely hinges on their performance in departmental exams. However, a bureaucratic approach by the concerned authorities has cast a long shadow over this vital aspect of their professional journey. The LDCE 2022 examination, which is a gateway for many to ascend the career ladder, has been caught in a web of administrative obstacles and legal disputes.

The root of the issue can be traced back to a case of examination discrepancy filed at the Central Administrative Tribunal (CAT) Jabalpur. In an order dated August 4, 2023, CAT Jabalpur, under case number O.A./376/2023 (JABALPUR), issued directives to expedite the examination process. The tribunal instructed the respondents to proceed with the examination process, including the publication of a select list of candidates to be promoted. However, it was made clear that any promotions resulting from this order would be subject to the final outcome of the ongoing case and would not create any vested rights for the selected or promoted candidates.

While the legal battle regarding alleged examination discrepancies pertaining to the Vehicle Factory Jabalpur (VFJ) unit is still ongoing, CAT Jabalpur’s order should have paved the way for the timely release of the LDCE 2022 results. Unfortunately, the bureaucratic machinery within the Directorate of Ordnance (C&S), overseeing the 41 units under its jurisdiction, appears to be interpreting the legalities and awaiting a final verdict, causing further delay and frustration among the candidates.

In response to this bureaucratic quagmire, the All India Association of Non-Gazetted Officers has announced its intention to address this issue with the Additional Director General of the Directorate of Ordnance Services (DoS). As the affected candidates and their representatives continue to grapple with the intricacies of government bureaucracy, the career aspirations and dreams of many remain in limbo, awaiting the elusive LDCE 2022 results.
