Pune, 30th July 2023: Quarterly and Monthly Conference for the month of June 2023 of all eight (08) Pay Accounts Offices with PCDA (SC) Pune was organized in the office of Principal Controller of Defence Accounts (Southern Command), Pune on 26th July 2023.

Total 47 PAOs are working under Defence Accounts Department, New Delhi across the country, giving Pay & Allowances to 15 Lakhs Army Jawans Junior Commissioned Officers. Recently, a new PAOs has been opened in New Delhi, where Pay and Allowances of “Agniveers” is being maintained.

Out of these 47 PAOs, 08 Pay Accounts Office situated in Maharashtra Region are coming under the ambit of PCDA (SC) Pune, where salary of 2.70 lakhs Army Jawans are being disbursed. These are PAO (ORs) BEG Kirkee, PAO INT Pune, PAO (Brigade of Guards) Kamptee, PAO (Artillery/Aviation) Nasik, PAO ACR Ahmednagar, PAO MIR Ahmednagar and PAO APTC Pune.

Dr. Rajeev Chavan, IDAS, ndc, PCDA (SC) Pune held a conference relating to the disbursement of Pay and Allowances of the Jawans with all the Officer-in-charges of these 08 PAOs falling under jurisdiction of PCDA (SC) Pune through Online as well as Offline. More than 40 officials attended the said meet from all over the state of Maharashtra.

Vaishali Desuza, IDAS, Asst. Controller being the group officer of Others Rank Section welcomed Chairman, Dr. Rajeev Chavan, IDAS, ndc, Principal Controller of Defence Accounts (Southern Command) Pune and gave the inaugural address citing the agenda and purpose of holding such a meeting. She briefly explained the work relating to Pay Accounts Offices in detail conveyed and current status of the various works done by the Pay Accounts Offices during the quarter ending 06/2023 and especially emphasizing the detail position of the last month viz June 2023.

Dr. Rajeev Chavan, IDAS, ndc, Pr.CDA (SC) during his keynote address congratulated all the eight PAOs for successfully implementing Dolphin 2.0 a revised payroll software application scripted in JAVA for working error free expenditure and prompt payments to Army Jawans and their family. Dolphin 2.0 is the updated version of Dolphin 1.0 by ITDC which was made in 2010. He further added that “Appendix J” which was earlier published by Army Headquarters AG Branch New Delhi in 2013 needs revision as post VII CPC many changes have been witnessed in disbursement of Salary to Jawans of Indian Army.

Dr. Rajeev Chavan told the gathering to prioritize the Pay and Allowances and consolidate their efforts in redressal of all of the Jawans, grievances with a humane approach and deal it as Human face having human value also. He said that the Jawans are mostly not aware of their pay and perks and hence they had to face financial loss from their Salary for no fault of them. We as a Paymaster are rule bound and must need to act and perform better to safeguard their pecuniary interests. He also warned the gentry that any error or manipulation will be severely punished and official will be taken to task for wrongdoings. Status of Commissioning supply and installation of IVRS system in 08 PAOs was reviewed as it will help in better communication establishment and reduce the grievances of no/non or less payment to a minimum.  

He advised that in order to reduce the grievances, PAOs have to introspect from the old mindset and equip themselves with information, knowledge of rules and expertise over various new technologies etc. and create checkpoints to prevent wrongful payments. He also instructed all PAOs to conduct Audit Conclave and synergy Conference with the Executive so that communication channels are open for redressal and settlement of the Army Authority.
